1. Fumigation of Packing Materials

VERY IMPORTANT: According to the International Standards for Phytosanitary Measures No.15 (ISPM No.15), the General Administration of the Quality Supervision, Inspection and Quarantine of P.R. China (AQSIQ) jointly published the Notice No.11 and No.32 with relevant authorities in 2005 and laid down a new rule on wood packing material (WPM) with imported consignments. The new rule requires all WPM associated with consignments to China should be treated with measures approved by AQSIQ, and marked with IPPC mark by manufacturers certified by plant quarantine authorities of exporting countries or regions. China Inspection and Quarantine (CIQ) authorities will inspect the WPM at the port of entry. Any non-compliance WPM will be treated, destroyed or returned with the consignments together under the supervision of CIQ. The rule will come into force on Jan.1, 2006 for ALL overseas import, including all countries and territories (like Hong Kong, Macao and Taiwan).

Regardless of the trading terms, your shipment would be imported into JE's China factories. So we ask your company to comply with the regulation.

Heat Treatment Certificate must be provided by the seller if Coniferous Wood Packing Materials are used for shipment. The Certificate must be issued by the official plant quarantine departments of these countries. You should also consult with your country's government departments for guidance, or contact directly with Entry-Exit Inspection and Quarantine Bureau of the People's Republic of China.

Declaration of non-coniferous Wood Packing Material, if non-coniferous Wood Packing Materials are used, must be provided by the seller of the originating country of goods. For the format of such the declaration, you must use the format accepted by Entry-Exit Inspection and Quarantine Bureau of the People's Republic of China.

Declaration of non-wood Packing Material, if no wood packing material is used for your goods, must be provided by the seller of the originating country of goods. You must use the format accepted by Entry-Exit Inspection and Quarantine Bureau of the People's Republic of China.

For goods from EU countries, Heat Treatment and Fumigation Treatment are accepted by China.

Treatment Certificate issued by the official plant quarantine departments of these countries, must be provided by the seller of the originating country of goods, if wood packing materials are used. The wood packing materials must bear mark after treatment. The mark must be stenciled onto the wood packing materials, and it must provide information matching the certificate including the country code, the registration number of the official agent, and the treatment method. You should also consult with your country's government departments for guidance, or contact directly with Entry-Exit Inspection and Quarantine Bureau of the People's Republic of China.

Fail to pass any of these required document with your shipment will result in shipment delays, additional cost and or shipment being returned. Johnson Electric reserves the right to claim the related damages to the seller.

2. China Compulsory Certification (CCC)

China has introduced a new product marking for imported goods, the China Compulsory Certificate. The new system requires manufacturers in 132 product categories to obtain the China Compulsory Certification (CCC) mark before exporting to or selling in the China market. It is the responsibility of Seller to make sure goods sold to Buyer conforms to the new standard.
